Sets the flux cli suspend command --reason flag to an empty string

as default and changes the flux resource suspend behavior to only apply
the suspend reason annotation when a non-empty reason is provided.

Adds an optional reason cli flag to the suspend command that

accepts a reason for why the resource was suspended.
Defines the resource metadata annotation key that stores the reason for
the resource suspension.
Updates the suspend and resume resource patching to add or remove the
annotation holding the suspend reason.

Add flag `--ca-crt-file` to `flux create secret git` to specify the path
to CA certificate. It takes precedence over `--ca-file` and uses the
key `ca.crt` in the generated Secret.

add support for Kubernetes TLS keys for flux create secret tls

Add support for using `tls.key`, `tls.crt` and `ca.crt` keys while
generating a Secret, using the `--tls-key-file`, `--tls-crt-file` and
`--ca-crt-file` flags respectively.
Mark the flags `--key-file`, `--cert-file` and `--ca-file` as
deprecated.
